If the car only has an MSO, and no title or registration, then it can (and should) be titled as a "Kit Car". As a kit car, there never needs to be a smog check. But, it will be titled per the year on the MSO.
If the car has a title from FL (like mine did), then it gets titled as a regular car. If the current title is for a 1965, then he can get collector car plates. They're good for 5 years, and save a bunch of money. Also, no smog check required.
