Default transferring a prior SB100 back to CA

Hi all,
I would like to ask your help with this issue I am facing. I just purchased a California built FFR. The original builder took the car through the SB100 process and had it registered in CA. It was later sold and transferred to another state. I just bought it and brought it back to CA hoping that the prior SB100 would make the title transfer and registration process easy.

I went to the Santa Clara DMV yesterday to do a transfer and they didn't know what to do. The manager called the field office today and called me back saying that I have to take the car through the SB100 process again as it is non-transferable. I would appreciate if anyone here with knowledge in this can confirm / deny this and advise me on what to do next to get this car transferred and registered.
