Hello all,
Just wanted to follow-up, that registering an Autokraft in CT was no problem, also for emissions, turns out they tested it wrong as a mustang, after fixing in the computer as an Autokraft, all was well. For insurance, I went with Midwest Classics as mentioned on Club Cobra, Robbin is a great guy with a spectacular price. So far, all of the CT cobra owners I have met have been real helpful, wish the season could last longer.

Jan, Congratulations, nice to hear all went well.

What is the current approach at Wethersfield regarding the dB level of the side pipes ?

Any unusual comments by the DMV Inspectors ?

Don,
Since the AK is a legit 50 state DOT car, no inspection was needed, my car has twin straight pipes, so noise was not an issue.

Not included in the follow-up e-mail :

With only 289 Composites of all types registered in CT as of 10-01-05 and guessing at another 20 ( + or - ) in 2006, it does seem the Administrative effort and cost has a negative return.

For discussion purposes, the Composite drive season is probably from April 1 to mid November. Using a 7 month drive season, 309 Composites X 2,500 miles per year ( avg ?), the impact of the Composites on CT emissions has to be less than 0.0000001%

CT Composite Registrations:

1950 to 1960: 5
1961 to 1969: 17
1970 to 1979: 12
1980 to 1989: 74
1990 to 1999: 70
2000: 14
2001: 20
2002: 17
2003: 19
2004: 15
2005: 16 ( as of 10-01-05 )

2000 to 2005: 101

It's only December We just have to accept that as a 20 car per year operation it will get little to no attention from the powers that be. However with a straightforward and realistic process it would be a much larger pool ... if you know what I mean

Let's play "read and follow directions" for kicks and see how this whole thing is a cycle of sorts...

We are to register these as 2007 model year. Given that I look at the CT Emissions site and read:

Jay , your point is an unique approach since new Composite registrations automatically have the year registered as the model year. The interpretation will be , does the Exempt point apply to Composites or just " new " manufactured autos ?

However, after a few years of the Exempt status, the vehicles would then fall into the year category, more then four years old, where testing is mandatory.

Are you going to be the first one to test your concept after January 1st ? Would be interesting if there is a technicality that the regs do not cover.

I would have to assume there is a Composite clause even though nothing on the Emissions site points to it. Since there will be no OBD port for the test to plug into...

Think I found the bill that is to be approved or debated (not sure which) in Feb '07. It is PA No. 06-161. Section 2 reads "Not later than Oct 1, 2006
the DEP in consultation with the Governor's Steering Committee on Climate Change shall conduct a study to determine the motor vehicle greenhouse gas emission reductions necessary to meet goals of section 22a-200a of the general statutes. The department shall include its findings, accompanied by any recommended legislative revisions in its 2007 climate change report required by subsection (d) of section 22a-200a of the general statutes.
There is a lot more in this act including eventual sales taxes and registration fees pegged to the emissions a vehicle emits. This legislation was signed onto by most of the legislature so who knows where it will end up. If you do a search on "sSB00660" in Connecticut you can find more. I warn you however it will make you mad!! I think the DEP is jumping the gun at setting the 2007 standards tighter on Composites because it is a "done deal" in their minds.
I'm not a policy wonk on this stuff so may not be correct on some of this but I think this is where the new standards come from.

That sounds like they are going to tax you as it is a year round driver.Forgetting that the cars MIGHT see 2500 miles a year.

Time for "For sale" signs on the front lawn.

Renew1........great find on what is happening with the DEP !

From some research I had done earlier this year

With great assistance from the Support Services Dept of the CT DMV, I was able to obtain the number of Composites registered in CT by year. The recap does not include motorcycles, just Code 01 which is Passenger. Number does include all types of Composites such as T-Buckets etc. Included also are the spelling and abbreviation variations of " Composite "

The hard copy report was dated 10-01-2005 and an updated version will be available early in January, 2007. By viewing the existing printed report at the Wethersfield office, I did not have to request the data via FOI @ $0.25 a page for 600 pages:

1950 to 1960: 5
1961 to 1969: 17
1970 to 1979: 12
1980 to 1989: 74
1990 to 1999: 70
2000: 14
2001: 20
2002: 17
2003: 19
2004: 15
2005: 16 ( as of 10-01-05 )

2000 to 2005: 101

Total of 289



Assuming another 25 registered in the remaining months of 2005 and all of 2006, there would be approx 214 Composites of all types in CT, which does not include motorcycles. With the drving season being about 7 or 8 months and limited mileage of each Composite in the low thousands, the impact on air quality for tighter Composite standards on new registrations after January 2007 ....none

If I do not receive a reply by next week from the inquiries I made regarding the 2007 standards, I will contact the Chief of Staff in the DEP Commissioner's office.
