I think we were too late...here's the response I got from the State Rep:
Unfortunately, I have not been able to clarify from your organization
what was wanted since the language that was sent to me yesterday is too
technical and does not agree with the intent conveyed to me which was to
"Exempt replica cars from emissions testing."
The deadline for bills is today and without being clear on intent, there
probably is not enough time to do anything at this point.
Appreciate your interest.
Rep. Claire Janowski

I have not gotten anything from Claire about the bill not being submitted. I got the attached message from her at about 4:00PM yesterday leading me to believe the information was submitted. What time did you get the message that the bill would not be submitted? The statement from Claire mentioned in previous post was what she asked me she needed, and was supplied to her at around 3:00PM. I'm not sure what is going on here!!

To verify if the Bill was submitted, the Transportation Committee Bill Record Book can be checked next week.
http://www.cga.ct.gov/2007/tradata/cbr/TBFRAMECBR2.HTM
" Possible " that the Bills submitted at the end of this week have not been updated to their Record Book

Don, you seem to have a good handle on the way things work. I do believe, or hope, you are right about the bill showing up next week. The way this whole process transpired was messy, probably because of the last minute rush. I thought the SEMA attachment was good enough, but I kept getting more questions. I have a feeling we are dealing with people who don't know how to interpurt the SEMA language. I do know if it doesen't get entered we can't submit again until next year.

My message above IS the email from Claire that I opened this morning at work. She seemed to have needed more 'language' to submit the bill.

I specifically asked Claire to call me or email me if the bill did not get entered. By the last message she sent me, she had submitted it. Something isn't right about this! I don't know what to believe now. That's it for me!!
Good luck everybody.

Isn't it effecting only composites registered after Jan. 1, 2007?
Existing registered composites don't change.?

I contacted Claire via e-mail with my reasoning for a Bill on the emissions exemption for Composites and also requested to be notified whether the Bill was filed, or not.
Looks like we will have to wait until next week to see if the Bill is logged into the Record Book, or someone receives another reply from Claire.
I have contacted the DMV Business Services Unit explaining the reason and asking for the N & A of the CT Composite owners. This is definetly a long shot, might be a privacy issue in releasing the information.
I will wait to contact Ron ( Moderator ) regarding a possible PM to all registered in CT on CC until we know for sure the status of the Bill.
The technical subject of tuning specifically for meeting emissions is new to me, was not aware of the tuning tools, see Posting 119 , or the additives to help reduce the HCs.

I think I have the history of Composite emission standards correct:
2000: HC 484, CO 5.09
2005: HC 800, CO 4.00
2006: HC 220, CO 1.20
2007: HC 220, CO 1.20
All those with a model year of 2005 or earlier have the higher standard, at this time. The 2000 standard has been removed for everyone. But look at the change from 2000, when I first registered, compared to 2007. As time goes on , will the current standards also be subject to further changes.
While we understand, it setting the lower emission standard, the DEP did not take into consideration the engine technology for emissions has not changed from 2000 to 2007, unless FI is used with a mild or stock cam, instead of a carb and a semi-radical or radical cam. I was not aware of the 2005 standard until I got a FAIL on the first test with the Agbar system, managed to pass the re-test.

I think maybe the manufacturers who have sold or want to sell their cars in CT. should get involved. All I get from Peter is "don't worry"

Received email from Claire today. The bill was submitted. She said look for it this week when a number should be assigned. Can't get anybody too fired up until that number appears. I'll be much happier if that happens.
