I went the non sb100 route for my first attempt. Used a C3AE block which was declared by the smog ref to be out of a 1963 galaxy. All I had to do was make the car pass 1963 smog requirements. Sealed breather system and PCV. No problem. Then came the trouble. You still have to meet the smog sniffer for that year motor. Timing for that motor was to be set to 5 deg BTDC and idle set to 500 rpm. No way I could pass the sniffer. Hell, I could barely keep it running with the cam I am using at that low of an rpm. Jetted as far down as I could go and just could'nt get it. My last resort if I did not get the SB100 title was to change my cam back to the stock version to pass the sniffer. I would have to change the cam back every two years to pass smog. Luckily I got the Sb100.
Another thing I learned; If you are using a ford FE motor and are not going to go the SB100 route, use a C4AE or older block. The C5AE was used up till 1972 in pick-ups. A not so pleasant Smog Ref will know this and make you comply with 1972 smog specs. In other words tons of smog equipment. I was told they are supposed to go with the last year that motor was used in.

Msiff: I am suprised, your story was not relayed to me like that, of course why would I expect the dmv supervisor to know all of this. (I work for government and can say that). Guess I better write down the block number and get the BAR referree to tell me exactly what would be required for a specific engine prior to installing that engine.
But why would the lady tell me to change motors afterwords if they require a smog inspection every two years even if you did install a pre-75 motor. She seemed to indicate to me that once finished with bar and determined I had a pre-smog test required motor then I would not have to ever go back.

You're almost 100% correct. For an SPCNS you have two smog requirement choices:
1. Smog by year of block or year of build - The vehicle must meet visual requirements and pass the snif test, upon initial title and during the every biannual smog test. Since the vehicle does not have a model year of 1975 or old, it is not exempt from biannual smog testing.
2. SB100 - Smog exempt forever.

Thanks everyone: I guess I really did need that sb100.
and I guess I better count my lucky stars, 4 years ago I bought a spcns 1931 ford phaeton, titled as a 1974 spcns since that was when it was first title. Upon purchase I never had to smog it and have not since, maybe they grandfathered in the spcns titled prior to some specific date.

I may be off here but isnt a '74 anything smog exempt? I thought I'd heard something about 30 years old becomes exempt? I might be off base, but that may be the source of disagreement.

Vehicles '74 and older are exempt from smog requirements. The 30 year rule is, unfortunately, a myth.

got to fremont at 5:30, sat around till 6:30 and second Cobra guy showed up,
was 1 st guy threw door at 8 am -looked over paper work and started calling
at 8:10 got threw at about 9 am ,actually said they where sorry for keeping

Got to Modesto DMV at 7:15 and was second in line for SB100 and as it turns out, only two of us total, at least up until I left at 8:20 with #110. I had gone in several weeks before the end of the year to make sure they knew what to do and who to call, even had the Sacto supervisor's cell phone number just in case. And as for that idiot trying to sell the SB100 number, let's find out where he lives and "pay him our respects". It is crap like this that ruins a program that may not be the best, but right now it's all we have.

they mailed out last Thursday according to the gal at DMV Sacramento. She called me and let me know on Tuesday that My paperwork was missing the VIN # and I needed to fix it by Wednesday because she would be mailing Thursday.

mine was in the mailbox yesterday as well. Very underwhelming piece of paper all things considered. Made my appointment with the BAR for next wednesday, now I'm just hoping it's warm enough to go....

Mine came in Tuesday's mail. Envelope looked very official, as Daryl said the paperwork was not impressive .... other than the presence of the black box with the Sequence Number and the rather large DMV Sertified Documents Stamp.
Amazing how such an insignificant looking piece of paper can raise such anxieties. Really glad I have it. (edit->)
