All states have methods to register your car and without going to a title washing service.
JUST REMEMBER, states are after MONEY, they could give a (*&%&* about the car, just CAN WE COLLECT the MAXIMUM $$$$ from this transaction.
Whether, "specialty built rules", "collectible/antique", "correct year/engine rule", and so on apply, you register the car, if you build it, very simple, NO JAIL TIME.

You'll need to read and fill out the following PA DMV codes and documents to properly, and legally get your car titled and inspected in the state of PA:


PA Code 175.220

PA Specialty constructed fact sheet

MV-435 (safety inspection form)

MV-426B (including instructions)
