my rebuilt 318 is too tight

I have a 318 which a friend of mine and I rebuilt, this is not our first rebuild but this is the first time either of us has had this problem, we couldn't get the car to start after the rebuild, so I finally gave in and took it to a professional, he says the engine seemed to tight and the starter wasn't spinning it fast enough and that the starter could be bad or the engine was to tight, I had never even heard of this. If the new started doesn't work are there any options other than just pulling it and starting over?

Did you blueprint the motor? If you did ..what are the specs. for the crank,rods, thrust bearing, etc. Is this your first motor build? Are the rods in on the wrong side with the champfer to the inside? With the plugs removed can you put a wrench on the crank and turn the motor by hand? Could you easily turn the motor by hand during the shortblock assembly?

Use a torque wrench to turn the engine with the plugs out. how much torque does it need to turn? I don't have the exact figure, but 25 foot-lbs or so should be about normal. Maybe someone here has the exact figure. That would be a good start of the troubleshooting process.
