With the KOEO on the coolant sensor it just reads open circuit, but nothing happens because the engine is not running and no criteria has been met for the monitor to run to fail that component. If you disconnect the map sensor vacuum line the computer thinks that you may be under load and normally on OBD I vehicles would increase the injector on time and advance the timing, but OBD II has rationality and compares throttle position engine rpm and vehicle speed to the map signal and after enable criteria has been met for that monitor to run it will illuminate the MIL giving you freeze frame data as to what was happening when the MIL came on. Believe me there is lots more to OBD II, but if you don't understand OBD I none of this will make much sense.
