When you switched to high beams you were grounding the circuit instead of powering headlights?

Probably under the hi beam switch if it is the floor based model.

It is a floor based dimmer switch.... but that's not where the problem was

Sorry... no...
This gremlin was so hidden it turned DVs hair 43 different shades of gray. So here's my take on the how things shook out.
So I would turn the head lights on and everything was fine. As soon as I hit the floor mounted dimmer switch and toggle the high beams, we would loose the head lights. Parking and turn indicator lights were fine.

Here's DVs PM to me...
3/32"s of an inch is all we needed or was all that it was taking to ground out! Had the 'socket' been turned left or right that much it would have missed the plate that I had to weld in for the column support!
Moving the plate AND putting a whole new 'Hi-Beam indicator light assembly in place-with clearance.

Well done!
When I installed the dash the center dash light or "hi-beam indicator" spade, even though insulated with heat-shrink came into contact with the bottom portion of the cowl bar! Ground was severe enough to blow the bulb! 3/32's of an inch in either direction the spade would have missed! At least for now.
Every car I have ever made always had at least one Gremlin" but this one took the cake!
