Oil filter assembly

OK, I know I shouldn't have to ask this.

I pulled the aluminum external filter housing off my block because I couldn't get a small leak to stop. There was a very loose large nut and washer spun onto the discharge pipe coming out of the block.... Is the purpose of that nut and washer to just keep the discharge pipe from spinning out with the new filter on removal of the filter or is it part of the aftermarket oil cooler housing?

Please help, I want to fire it today.

It is the means of attaching the threaded nipple that the filter screws onto or that the.
The large nut should be quite snug in the block. Not sure about a "Washer' at this location???
