How are you welding it? If you're TIG welding it's worth plugging the ends and filling it with your welding gas to back the weld, then weld it. Makes it much cleaner.

A sleeve around it is good insurance for an oil pickup also.

Paul, If you use a tubing cutter it won't scatter metal filings in the tube. Then hold one piece vertical ( cut end down) and pull a small rat tail file toward the ground taking the lip off. Holding it in the same position with a pan underneath pour some isopropyl alcohol through from the top which will flush and clean it for weld prep. Do the same to the other piece.
