Default Polylock torque

What is the procedure for setting preload on hydraulic roller rockers? Some instructions say tighten the polylock to 20ft. lbs. after the pushrod has some resistance. I cannot reach 20ft. lbs. However if I just tighten 1/2 turn the plunger preloads the lifter about .040". Is this acceptable and the 20ft. lbs. refers to locking the polylock and set screw to each other? Pushrod length is perfectly centered on the valve.

That's set screw torque. The poly lock spins freely on the stud.

I spent the money and use the LSM TQ 100 lash torque wrench. Set the preload, bottom the set screw, and torque the poly lock nut to spec.
