I believe you are correct. The car companies can't afford to make 12-14 different versions of their cars. So, I also assume they would make them to accomodate the strictest state, which probably will be California. Just call it the "Obama law".

They used to make 49-state type cars but more and more states are adopting California's stricter guidelines. Although some of California's stricter standards wouldn't take effect for another decade +/-.
