If you've got the stock pipes, those things are pretty quiet to begin with.
Back in the 60's Honda made a 305 Scrambler motorcycle. It had dual sidepipes that were basically straight pipes. And they were loud when you removed the baffles. In order to quiet them somewhat, they sold a device that bolted to the end of each pipe and essentially had a washer the size of the tailpipe with a hole in it the size of a dime. The cool thing was that the washer was mounted on a knob that you could rotate to either be completely open or closed. Obviously when it was closed, the sound was sufficiently muffled to pass any inspection.
You might be able to have a shop make such a restrictor and mount it in the pipe after the muffler section.
