I don't know if you are going to attempt to come up with *one* cookbook recipe for title and registration or if you are going to compile various people's experiences. As you are aware, the process varies somewhat from tag office to tag office, but the need to start with a *correctly worded* insurance card and an inspection report from a waiver site is probably constant.
If I can help beyond the writeup I did when I went through it, just ask. That thread is:

Clearly, there are many different stories being told on how to get titled and registered as an *antique* or how to get a green sheet inspection report from an oil change shop. I would recommend that your cookbook reflect the *textbook* method that uses the TXDOT *process* as best we can decipher it.
