Default Cobra registration

My car is supposed to be finished some time in May, after a mere 31 months at Holliday Motorsports.(That's 2 years and seven months for those of you in Rio Linda). I could sure use some information re: the registration process. The paperwork I have says '66 Cobra replica. Can I register it as a '66 or do I have to use the year of completion? Is there a way to avoid the emissions test? I live in Montgomery County. Any info would be greatly appreciated.

Hey, I resemble that remark! You can see Rio Linda from here, it's a suburb of Sacramento. And it's been 2 years and five months from Shelby American, for me, thank you very much!

I have a mother-in-law in Natomas and my wife's sister lives in Chico. The Rio Linda crack comes from Rush Limbaugh. Back when he had a talk show in Sacramento every time he had a caller ask a stupid question they were invariably calling from Rio Linda, so he hassels the town all the time.
