Please excuse my confusion but there is clearly something that I am missing here.

You know that Billboards are bias ply tires — right? You correctly state that Billboards will not pass inspection. This has nothing to do with their bias ply construction and everything to do with their lack of DOT certification / registration.

I am struggling with why you would not consider a DOT approved radial that would easily make it through inspection. Then, after inspection, change them out for the Billboards with their period correct look to satisfy your appearance criteria?

in reference to the billboards they are definitely the best looking tire you can get but if you read the other posts because they are not DOT certified and if you have an accident supposedly there is insurance companies are not covering because of lack of DOT certification
I would just like to keep things simple a bias ply 15 inch tire with DOT certification and a tire that does not have a note stamped on the side wall for racing purposes only (Hoosier )I can always grind off the manufacturer and keep the solid black look like the original car

But ..... if I don’t find a good looking bias ply tire I might end up throwing some tires on it to get the inspection and switch over to billboards after:
