Default T5 won't engage 4th when downshifting from 5th?

Hello all,
Just picked up my first cobra last week! It's a recently completed kit with a mild 351W and I believe a T5 with somewhat low miles, new clutch, etc.

Here is the my problem. The transmission feels and shifts great going up the gears, doesn't pop out of gear, no funny noises etc. However when I'm in 5th and try to downshift into 4th, the shifter refuses to go down into 4th. It's like there is something blocking it. This happens cold or hot. Clutch engages towards the end of the pedal travel (when pedal is almost all the way out). Cable, not hydraulic.

If I downshift to 3rd, then back up to 4th it feels great. With the engine not running, it goes through all the gears fine. I even tried going from 5th, holding in clutch for about a minute while I pull back on the shifter and it finally engaged 4th.

I pulled the shifter boot off and relubed the shift rod when goes down inside the transmission, not any better.

Any ideas on the cause?
Any idea of the cost to fix?
Do you need to pull the tranny out of the car for this type of fix?
How can I tell exactly what model T5 I have?

We saw mark at the shop. he needs a new T5.

I have the T5Z from Ford Racing that comes from the factory with the short throw shifter. I bought it new. It shifts absolutely beautiful in and out of all gears. Nice short crisp shifts EXCEPT for 5th to 4th. It is just the way the gates are designed. Put it in neutral and let out the clutch before downshifting to 4th. No big deal unless you are in a formula one race

I have to blip the throttle to get it to go nicely into 4th from 5th. Something like you have to let the engine revs catch up to the spinning gears...
