What can I say, Mike Holt and/or Steve Klayman started it back in 2004 (at least that is the first time I stumbled across it) and they chose the name. It really is for anyone in the NJ/NY/PA/MD/Delaware and surrounding areas.....To me, the location of an end user is not important, just his/her enthusiasm.
