If the car has been previously registered in Georgia as a "vintage" automobile (aka: as a 1965 Ford) in the sellers name, then it comes with a transferrable registration card, as any car 25 years old or older in Georgia never had a title issued in the first place. Very similar to the old NYS transferrable registrations. Ask the seller if this is what he has. If so, then along with it you will need a notarized "Bill of Sale" from the state of Georgia (there is a state form for this which the seller must provide). After that, you take that paperwork to the NJ MVS (Motor Vehicle Services), fill out a form for the out of state title/paperwork, and go from there. You can then register the car, but your actual NJ title will not be issued on site. Instead, it goes to the Trenton office of MVS, they then contact Georgia, and when all paperwork is confirmed as genuine, NJ will issue you your title. Usually takes 3-6 weeks for your actual title to show up in the mail. But again, as soon as you submit your paperwork, you can register the car........

I have bought several cars from Georgia over the years, again as long as the car had been previously registered to the seller in that state, it is an almost non issue with NJ MVS
