Default Anyone with successful NY Registration willing to help?

We have run into a snag with a customer. There is a bit of a snafu with the Certificate of Origin. Anyone who has registered a new "kit" in NY willing to give me a little help here?

The NY DMV web site pretty much spells it out to you in black and white. click HERE for the web site and instructions on how to properly register and title a "kit car"......

Maybe I need to include more detail... the back of the "MCO" as NY refers to it has suddenly become unacceptable, after the same person approved many other identical forms in the past. So as we all know the unforseen headaches have suddenly come to light.

Basically, I'm wondering what another NYS "MCO" has on the back that makes it so special?

This is a 1 in 100 type situation and though registration is not our responsibility I want to give this customer as much assistance as I can.

We have followed the complete procedure you have linked, in fact we have gone well beyond that. I had to explain where new Ford crate engines come from today ... holy smokes.

Your "Customer" needs to find out why the MCO is now unacceptable and then you as the "dealer" or "sellers agent" may need to rectify that. Without knowing why the MCO is unacceptable (I suggest making sure he/she gets it in writing), there is no way to assist either of you.

After speaking to the person who accepts/rejects these applications myself I am quite confident I understand why it is unacceptable in their eyes today... though it has never been unacceptable in the past. The issue is a new interpretation.

This is where it gets interesting. I requested an example or atleast a document of sorts that outlined (in writing as you say) just what information it must include etc.... and the reply was basically "we don't have that, this is a federal document, it is the same nationally... blah blah blah."

And that's where we sit.

Then you need to speak with someone else within the NYS DMV. Keep going higher and higher in the food chain until someone will spell it out to you in black and white. Also, it would help everyone else if you explained to us in laymans terms exactly what seems to be the issue here instead of keeping us all in the dark.......

I'm trying to locate someone here who has gone through the NYS process, if you have not done it then it is likely you would not be able to answer the questions I have.

Has nothing to do with keeping people "in the dark" ... are you on the X-Files or something?

I'll fill everyone in once we get it finished, don't want to jeopordize the route I'm taking now.

If nothing else this brings to light the importance of SEMA and getting the legislation passed that could put this to rest.

Wow, thanks for your help in all honesty I finally got that we was offering help... though at first it seemed like nothing but attitude.

We will get this figured out. Been getting a number of phone calls from other NY area Cobra owners and prospects. We are sharing info and discoveries to try and get this smoothed out.

Perhaps a New York How-To will come out of this ... that's really what I'd like to see for everyones' benefit.

I could be wrong on this, but I don't think so.

During the last 5 years or I have been here many people come here asking for some sort of help. Everything from a car that won't start to one that won't run.

Often the nature of the solicitation for help, the language used in asking for help tells those who have read many such requests, whether the help seeker will get the help they are after. There are so many people here who have just about been through ANY sort of Cobra problem anyone could encounter. When those foks don't jump in within minutes of a post with offer to help, it is often the way the request was made or the response to the help offered.

Forgive me for saying so but Cashburn your cry for help was doomed form the git go. I thought you might have a problem getting the sort of help you were asking for and the thread did not dissapoint me.

One lesson learned already:

The MCO/MSO that you submit must show transfer of ownership on the back of all phases.

For example if you buy it from a dealer that represents a manufacturer it should show the transfer from the manuf. to the dealer to the customer on the back. This info outlining the manuf. to dealer hop is on the front, however it must be repeated on the back in New York.

There is no document outlining this online anywhere. And there is no document outlining this offline either.

Of course there is no document, the basic chain of ownership is all common sense. When you as a dealer sell a roller, and your name is listed on the MCO as the original buyer, you then need to offer a "Bill of Sale", along with the proper sign off on the back of the MSO/MCO . If not, then what your doing is essentially "flipping" the MCO/MSO as one would flip a title to avoid paying sales tax (just as one example) by not placing it in ones name beforehand. In this case, it sounds like the chain of ownership was broken, which of course 90% of the state DMV offices will reject, as the question of just who owns said vehicle comes into question (legally speaking).........

Just my additional two cents worth, all based on what you have posted on this thread to date. I do not do the PM thing when it comes to items like this, as it does not benefit the group as a whole. Better to spell it all out here on the open forum, unless of course your doing something you should not be........As a business owner, I doubt that you would jeopardize your company by doing anything underhanded, so we'll leave that one as it sits...........

You are so knowledgeable, perhaps you can explain this tidbit on the NYS Web site pertaining to Emissions Inspection:
