Illinois Titling/Registration

Couple questions. I am building a factory five car and curious how the titling works. From what I understand since it is titled as a 1965 no emmissions is required? Anything else I should know as I continue the build? Can I title it before painting?

You will be titled as whatever it says on the Certificate of Orgin you got with your kit. Factory Five cannot use the word 'Cobra' so I believe they call it a '1965 Roadster'. That is what my titles says 'New 1965 Roadster'.
I think my insurance company calls it a '1965 Ford'. They may use the word 'Cobra' I do not really remember.
You do need to pay the sales tax (actually I believe it is a Use Tax) when bringing the kit into the State of Illinois. You should start that process now. Other wise there will be late fees and interest to pay. Trust me you will pay that sales tax before the title is issued.

Nick: Rich is right on, the car will likely be titled as a '65 Ford Roadster. The big hangup in my case was trying to register a '65 with no miles on it, but we got thru that. If you are doing a donor build you will need to pay tax on the parts (that's the way it was 3 years ago). I followed other FFROGs advice and registered through a currency exchange. I did install wipers and back-up lights just in case. Good luck with your build.

Go to the DMV web site an it will give you a heads up look as to what you need to do and how you want the title worded . You will need to have it inspected and there is a phone number to a member of a Hot Rod club that volunteer to do this . Yes the state has a car club do this , he will give you a form to take with you to the DMV.
Bring your Certificate Of Origin that came with the paper work from the kit manufacture completed. It would be a good idea to bring along all the receipts you have for the main components as wells as the kit .
A lot of title services will no longer handle Kit Car title work anymore, it is best to go to the DMV directly. If they , the title services , get it wrong on the first pass it is a red flag to the DMV and it turn into a real problem .
But if you work with the DMV and you need something and return to them with it you won;t have a problem . Oh and bring your wallet to pay the fees and taxes.

Nick: Bob is right.
The Hot Rod Club has a check list of what your car needs. I am sure you can find the check list online. Do not get too excited about the inspection. The Guy that did mine told me he never has had a kit fail. However, Hot Rods fail all the time.
If you stop and think about what passes for a ‘Rat Rod’ these day.......kind of makes sense.

Ok. I have a question on this...

I never received a "Certificate Of Origin" from Classic Roadsters and now they are out of business. I have all the receipts from everything I have purchased for the build.

Nick, Yes you can title it before paint. I got mine titled and it is still ratrod flat black. Go to the dmv website and they tell you what to do. You have to call the Nat. St. Rod Ass. for an inspection. Make sure everything works-lights, brights, turn signals, wipers, horn, and have a mirror on it, seats bolted down, seat belts, etc. Don't forget emergency brake, fire ext. Make sure everything is secure underneath as he will spend some time under there. The whole titling thing went smoother than I expected- just took some time. Take your receipts ,coa, and your inspection report to the dmv and you will have to pay taxes there. Not sure how they figured the taxes but I just paid them. It's not something they do every day there so it took them a while to figure out what to do but I got my title in the mail without a hitch. Might want to make copies of your paperwork before you give it to them- you never know.
Ed, I don't know about doing it without a coa. I have heard of people having problems even with a second hand coa. Like they bought an unfinished car from someone and got a coa with the car in the sellers name. Maybe contact the dmv and explain your situation and they can help you out. There's got to be a way. You can do everything at the currency exchange.Get the NSRA inspection,document your engine with the paperwork,make a donation to the Governor's legal fund, and you should be set. The Ill sect of state web site has a section for our type of cars. I installed a clamp-on type of wiper for the inspection only.I'll lend it to you if you if you don't want to install them.Illinois requires that the wiper be electric or vacume operated.

Is the NSRA inspection the only one necessary? On the DMV site some mention is made of an additional state police inspection. Does it take long to get an appointment on the NSRA inspection?

Nick, if you don,t have the MSO you will be asked to post a bond at 2.5 times the value of the Cobra , you will have to have a value set by an independent appraiser . You will have to post the bond for three years. It is best that you work with DMV officer from begining to get it done right. They will walk you threw it .
I would not use a currrency exchange with a bond involved it is a red flag down state . After 8 mouth and five trips to the DMV they found my paper work , 31 pages , just sitting there , why no one could say.

Swift, I didn't have to get the State police insp. All I got was the NSRA inspection and got my title. It depends on how busy the inspector guy is but when I made my appointment he was able to make it in about a week. Russ

Well after leaving a bunch of voicemails (some of them probably sounding like I was sobbing

) , on what I thought would be my last try talking to Don at CRII.... He answers the phone at the shop!!!!!

And look what was waiting for me when I got home from work today

There's a NSRA inspector up by me in Cary.I just called him and he saw the car within the week.Really a cool guy who races flathead fords at the Bonneville flats.Gets his 32 Ford up to over 155. P.M. me if you want his name and number.
