The Car is registered as a SPCN in California under SB-100 certificate which makes it Smog Exempt, the certificate number stays with the vehicle for the rest of the car's life in California, CHP issued a new VIN number which is riveted to the frame by the CA CHP.
This will save you a lot of time, money and effort if you were to build one yourself as you don't have to go thru all the stress associated with the SB-100 Process.

The Supersized Sneakers are nice. Likely better traction than the Khumos.
