Highly unlikely. CMC cars could never tuck that much tire under the fenders and still maintain such a low stance. I'm guessing Arntz or NAF. Early "narrow hip" versions had the gas caps located on the rear cowl.
EDIT: That Cobra has clearly been tweaked and modified, so it's a bit tough to say exactly what it started out as. Somebody local to the area might recognize it and give us the lowdown - pun intended
