I have an early model car and haven't had mine off in a few years but I do think it is possible. You have to remove the steering wheel from the hub then there is a u-clamp under the dash that will have to be loosened and then in the engine compartment, the shaft is actually a tube within a tube that rides on a bearing. You would have to remove the small bolt that is bolted through these tubes, pull the shaft out to the desired position you want the wheel, reposition the inner bearings (be careful as these are fragile) and then re-drill the hole for the pass through bolt.
Not sure how this will affect your blinker or if the wiring is long enough.
