A letter went out to dealers September 1964, with tags, instructing them to affix tags to cars in inventory so they could be sold / registered as 1965 model year cars more easily,
This explains the random installations, installation locations, and fasteners.
I helped get the original letter and tag mailed specifically for CSX2427 to Steven while Steven and Dave were researching and recommissioning the car.
For whatever reasons dealers didn’t tag some cars, like CSX2427. I know of several original tags that dealership employees kept as souvenirs instead of installing them. I have tag a salesman stuck in his desk drawer instead of installing.
