If you read it's website it is clearly specified that you can't resell. For use by original purchaser. Also marked at bottom of the drawings.

These drawings are copyrighted and therefore subject to licensing by the copyright owner. Do you realize that by asking others to sell you a copy you're asking them to violate copyright law(s) and thereby commit a crime?

Go to https://www.chuckcobra.com/index.html and buy them there.

It's like a book. Someone can sell, ie, fully transfer, the plans just like a book. It's making a copy and keeping the original that is a copyright violation. I see him asking for a transfer not a copy.

Yes, that's copyright law. OTOH, the plans may be sold with a license that restricts or prohibits transfer - and that's a whole 'nuther ball game.

Assuming someone had the plans to sell used. What do you think they would be willing to sell them for? Maybe half price? Or even say something like $100?

I would think the guy who drew up the plans put a bunch of effort into this. Why not consider just paying full price to the author? If you are going to be building a Cobra from scratch, I suspect there will be quite a few expenses buying all kinds of tools. How much might a scratch builder pay for something an English wheel? I don't know. How about this: https://metalace.com/english-wheels/classic-wheels/ Hmm, if a scratch builder might pay thousands of dollars for a nice English wheel, why not consider buying the plans directly from the author? If you buy a copy directly from the author, maybe the author would be willing to answer some questions about the plans, etc.

Hello,
I have a set of Chuck's drawings for the 289 and am using them to build a car currently ( posting about it here too)

Chuck has been excellent to deal with and answer some questions when I have had them. Please buy them directly from him, the amount if work he has done is amazing and I doubt he is doing it for the money. I would also say this a a bit of an on going process for him and if he updates something he will send you the new info too.

They are not prefect, he says so himself, things will need to be adapted to fit the body you are using, but honestly without them I would be lost.

I know they look expensive, but honestly the value is there, trust me. Buy them from Chuck, check out my build
Canuck 289 scratch build

It is a lot of work but it can be done

You build what you like and I will build what I like...it's all good

You know that guy,
The one in the neighborhood who likes to hang around the garage while you are working and talk about back when he had that killer 1977 Chevy Mustang

I love Chuck's website. I am a bit envious of what he has done as his skills are way beyond mine. In the grand scheme of things, if I were to try to build a 289 car from scratch, I would without question buy directly from him.
