Default California reg and SB100

So i started out the process, exactly as it was recommended and with the right forms for a SPNC registration and to get a SB100 number assigned.

Guess what... I didn't get a SB100 number. Instead they want me to do the VIN check with CHP first and then come back to the DMV. As recommended though- the CHP would assign the SB100 to the VIN, right?

Next thing I'm confused about is BAR.
A) I got this engine from a junkyard in Texas. How can I find out they will accept that engine for CA?
B) They check emissions based on the date the engine was build, means with those emission standards. How can I get it through there without CAT's then?

(I guess that also means I have to leave EVAP in for that reason)

Only the DMV in Sacramento assigns SB100 Sequence Numbers, not the CHP or the BAR. However you need the SB100 Sequence Number before you go to the BAR, so that you are eligible for Smog Exemption. The Smog Equipment requirements will be based upon the model year that your Cobra replicates - typically 1965. So you will need the smog equipment that one would have found on a new 1965 Ford - typically this is a PCV and a filtered valve cover breather. The year of the engine makes no difference. With regards to the source of your engine, be sure you have complete documentation for both the CHP (to check for stolen parts) and BAR (to check that you purchased it separate from your unfinished Cobra). This is going back 16 years but I couldn't get an SB# before Jan 1 and the CHP wouldn't give me a VIN # before I had the SB#. Once I had the SB# everything else was easy. CHP, BAR, getting my license plate. Get in line at the DMV early Jan 2 to get your SB100. I have heard the demand is not the same as it was 16 years ago so you may have it easier but be Covid aware, things may have changed.

Back 16 years ago there was more demand than supply. California hasn't run out of SB100's for quite a few years.

Not that there's much of a difference at this time between now and Jan 4 (which is the first business day of 2021)

So here we are. My concerns when i started this thread came true.
I have the car running and went to the DMV multiple times already, trying to follow all those ‘oh so easy’ guidelines. This isn’t like it at all. However, I am trying to make my way through this, and yea, it actually happen what i was afraid to happen when the car was on the ship. While everyone said 'easy, just register it as a 1965 body style', my logic went... just because I want it this way- why should they when this is actually a new car with a 2018 engine in there?!
So I went to see the CHP for vin checks today and they told me that the existing vin (backdraft vin) counts, which includes an 'L'. That indicates to be a model year from 1990-2020. So BAR will never look at it as a 1965 body style- logically/consequently.

So I am hoping to collect some options here for me guys. Thx

Try talking with a California based dealer. Hillbank registers these things all the time.

What Randy listed 12/27 is spot on. There have been thousands that have made it through, some easier than others including myself. Some have gone to a different DMV, CHP, BAR because the first were not up to speed on the process or completely wrong on interpretation (BONE HEADS).
The CHP was incorrect on his interpretation of the VIN "format" AND how BAR will handle it. BAR is not involved with VIN interpretation. You will determine the year the car "replicates". In the end, did CHP sign off to move forward on the process?

Yep, Colorado Denver area counties in 2010 or so did a sweep through residential neighborhoods looking for motor homes (primarily, boats too) registered out of state and looked determined through records of ownership and residency those that were using the Montana registration system to avoid sales tax and registration fees. Several owners were cited for tax evasion and had to pay the original sales tax, taxes and registrations in arrears to the date of purchases plus some healthy fines. Made the local Denver news. I know of at least one new Ford GT registered thusly.
