Default NYS title, registration and emissions

I'm finishing up my FFR MKlV build in Putnam County, Lower Hudson Valley area. Has anyone recently dealt with titleing and registering in my area? I beleive I'll be going to the Poughkeepsie inspection station. Any advice or pitfalls to avoid? I have already received an application package. My concerns are what to register it as and whether or not I will be required to meet any emission issues with a 302 from a 1990 mustang donor that I've converted from injected to a carborated, normally asperated engine. The application package says it's related to the engine year. I'm hoping I only have to provide a PCV valve/cap. Most posts on this are great but quite old, wondering if it's changed at all. Thanks for any help or comments.

Just feel happy and lucky that the be-atch that used to make all our lives miserable up in Albany on Cobra registrations is retired. What a nightmare she was.
